The Municipality of Nunungan headed by Mayor Marcos M. Mamay and the Sangguniang Bayan led by Vice-Mayor Jun Cawasa just completed their formulation of the Executive-Legislative Agenda (ELA) in the workshops they’ve conducted at the Horizon Water Resort, Baroy, Lanao, del Norte last September 18-20, 2019.

The 3-day activity was facilitated by Municipal Local Government Operations Officers (MLGOO) Cyrus Olavidez of Nunungan, MLGOO Jullianne Sasil of Baroy and MLGOO Vivian CaƱete of Sultan Naga Dimaporo.

PD Bruce A. Colao, CESO V attended in the first day and gave his message to the participants. He gave inputs on the need to align development plans and investment programs with that of the provincial and national governments in order to complement government efforts in bringing in much needed facilities and services to the people. He took notice of the efforts of Nunungan to strengthen its organizational capability with the entries to the LGU of the new Municipal Planning and Development Coordinator (MPDC) and Municipal Health Officer (MHO). However he enjoined that much has to be done to improve the internal capacity of the LGU to respond adequately to the growing demands of the service and thus materialize the priority thrusts of the administration as will be reflected in the ELA.

PD Colao further explained the significance of the ELA and reminded the LGU to align the ELA as well as the development plans with that of the LGU’s investment programming especially when they prepare the Local Development Investment Program (LDIP), Annual Investment Plan and the Annual Budget. He also enjoined Mayor Mamay and the SB to use the ELA not only as an implementation guide but also as a monitoring tool thus an annual review and assessment need to be conducted to ensure religious adherence to the set priorities and agreements.

The ELA is a unifying document that contains the thrusts and development priorities of the Local Chief Executive and the Sangguniang Bayan for their term in office based on their Program of Government, identified programs and projects in the LGU’s Comprehensive Development Plan and alignment to National Government priorities.
